Garden Tools Org & Ornaments?

I am trying to figure out what I can do to help organize my mother's gardening tools! Hopefully you all have some great ideas!
She has countless hoes, shoves, rakes, etc., but at the moment they are all leaning up against random fence posts. The garden is triangular-shaped, up against the deck and the house on two sides. There are two entrances at the two free corners. The plan is to pack this garden with as many vegetables as possible, so putting any type of rack on the deck or the house will mean trampling plants. The entrances are gated and the fence is 8' high to keep deer out. I am thinking that the side of the fence that is facing outside of the garden would be a good place to hang up some sort of a rack to hang tools, but that's about it! Any smart ideas?
My mother loves windchimes, decorations, etc.--the decks are covered! The garden is BARE. I thought about a hummingbird feeder, but that attracts bees. I was also thinking about those neat tin can lanterns people make, but it isn't exactly practical out in the garden. What do you ladies with green thumbs do?
