crochet q

3 dc in 4th ch from hook,
1 dc in next 18 chs,
3 dc in the last ch,

can someone help me with this?
on this site, i cant find out what the 3 before the 'dc' is supposed to mean. not on this one either.

have any good websites on reading crochet pattern?
im a beginner, trying to make this
