On roadside vending

Hi. I have a question about whether or not it's legal to set up a wee table on a random public sidewalk and sell crap without asking the permission of the town. I have a TON of rice bags to get rid of and I want to sell them in my college town at the end of the year to take some weight off (like 45 in total!). I have no front stoop, consequently, and I want a high traffic area like the spot near the local ice cream shop. People sell there often but i suppose i ought to ask if they get a permit.

Any experience with this? The lemonade stand kids never seem to have trouble (unless some mean neighbor calls the health department).
