Elasticated waist question

My little girl will be attending a wedding and I have a bought a tutu esque skirt for her to wear (she's 11 months). However it is godawful on it's own and I have bought it with the plan to cover it with another material so the tutu bit merely acts like a net petticoat. The skirt bit itself I can figure out it's the waistband that's giving me a bit of trouble. The front part is just plain satiny material with no stretch or give, the back bit is elasticated but the material has been sewn to the elastic so that it stretches with it. I have no idea how to cover this whilst maintaining the stretchiness. I'd rather not have to take the whole skirt apart as the wedding is saturday and I'm working days and evening thursday, friday.
