man mums

how do you make homecoming garters (those man mums that guys put on their arms)? how big are the mum flowers on garters typically? the flower i bought looked small in the bag, but when i opened it up.. it was almost as big as a CD! i bought a lot of things i found in that section like ribbon, cardboard backing, charms (what do we use to hang the charms with?)

i checked google.com and checked over the memories section, but i couldn't find anything relavant. thanks in advance :)
