Do you charge for your time and/or materials? How about friends and family?

When someone asks you to make them something, do you charge them? My cousin wants me to make her this hooded scarf and mittens. I told her to buy the yarn or give me the money and I'll get the yarn. Well now she doesn't want it anymore, she felt I should make it for free since shes family.

How would you handle this? What should I do in the future when people ask me to make them things?
