ceramics question

i could swear that when i used underglazes in high school on bisqueware that you could put a clear glaze right over the top without firing the underglaze. does anyone know if this is true? or do i have to fire the underglaze, then clear glaze it and fire that?
i ask this because my art club is decorating a set of bisquewear plates. we have no kiln at our school, but i plan to take them to the clay guild and pay for them to fire the plates. i'd rather do this only once, but i will, of course, do it twice if its necessary.
