craftgrrlIs there any way to make something, easily, without too many tools, etc..that's like this?

Sorry. These are "floating rocks". I'll need to put them into my turtle tank in water so my turtle can crawl onto them. They are attached by suction cups. I can't mold plastic and dont have a lot of access to any tools, so I was wondering what other material can use that can be in water, etc?
I don't want to buy something that I can make myself. Thanks.
