Recycled rubber

I'm interested in the latest craze of using recycled rubber as craft material. I've seen it used for everything from purses to pants but the prices are outrageous and I'm poor. Anyone know if there is some source for recycled rubber material resale? I don't know if I have the equipment to take an old bicycle tire and make it into a halter top, but if there is any place that takes care of the hard part and makes it into workable rolls/sheets, then I think I'd manage from there. Is this just wishful thinking? Help!
