HEY. Would anyone happen to know how to go about making a Bubble or "Puffball" skirt such as this one Photobucket - Video and Image Hosting?

I guess I could always go out and buy a pattern - there's a Simplicity one that I know of, even. But has anyone seen a similar free pattern on the internet or something?
