I saw a cat tube for sale, and thought I could make that - so I did:

This tube is made out of the legs from an old pair of jeans, some fleece that was on sale, plastic bags, floral wire, and blanket trim
1. You want the same amount of fabric for both inside and out of the tube, cut as much as you want, Tiberius is a kitten, so this one is small - I used 1/2 yard of the fleece, and sewed together both pant legs.
2. With right sides together sew both tubes (separately). Place one tube in the other with wrong sides together, pin blanket trim along one edge - sew through all layers.
3. Cut floral wire to circumference of tube, then some, twist edges together so it is a ring, and no pokey bits are sticking out, place this in between the two layers of fabric next to the seam you just made. Seam on other side of the wire to hold it in place.
4. Take plastic bags or filling of your choice and place between layers of fabric. Plastic bags are crinkly, thats why I used them. Place filler to about halfway through tube. Seam here too.
5. repeat step 3 and 4 for second half.
6. Place last round of floral wire between fabrics pin blanket edging around the end of the tube so the pins are on the edge side of the wire. Seam along pins catching all the layers. Trim all threads etc. shape to desired roundness and give to kitty.
I imaging you can make it as long as you wish, just add more wire and filler in the middle for structure. As promised, here is another picture:
