What kind of high sheen spray on gloss can be used on rub on decals, put on painted wood?

I have your average glossy spray on sealer, and it apparently it making the rub on decal lift up off the wood.  Would it help if perhaps, I modge podged the image first then spray sealed it on?

Or perhaps do I need a brush on sealer?

And also so it won't be a question only thread, I bought several pairs of cute baby socks and made them into catnip pillows today. They're so fun and funky were easy too!.
