repodging

About a year ago I mod-podged the frontspiece of a messanger bag - not over the cloth, but over a kind of stiffer (but still slightly flexible) vinyl/plastic surface. Long story short, the paper I used was too stiff and it started coming up. I peeled most of it off but there's still a thin layer of dry modge podge on the surface. I just found the bag and I want to repodge it (with a more flimsy paper), and I was wondering if it's safe to do so over the remains of the older podge. Has anyone else had any experience with this kind of thing?
