Rub on decals that won't well rub on?

craftgrrlSometimes with rub on decals, I have noticed, even when you've just bought them and use them right away after purchasing, they won't rub on. You have to rub super hard and for a long time like more than 20 minutes strait eventually they MAY rub on, but it takes a long time and tons of patience, sometimes I just give up. what's up with that?
