Eeek a screen printing question!

I've been an avid watcher of this communty, and now I finally have guts to post. I'm trying to learn how to screen print. I've read the memories section ( which have been very helpful ), but it seems like I can't get it right. I followed the directions that an anomynous user posted; I belive she said she used a embrodiery hoop, tulle, and mod podge. Ok, so this is what i'm doing.. i'm taking the tulle putting it in the embrodiery hoop - tight, sketching my image on the back side, filling the parts that I don't want paint to go through with mod podge, and then putting my paint on the screen and smoothing it out. The problem is that the image is not coming out, it seems like the mod podge is NOT blocking it out. So heres my question: What am I doing wrong? I would really appreciate it if you can help me out. I'm really sorry for annoying you guys with ANOTHER screening question, but i've read the directions over and over and have NO clue what i'm doing wrong. Thanks in advance.
