paper punches

I was wondering if there were any paper punches that didn't require you to put the paper between it to punch it -- because doing so only lets me punch an image close to the edge of the paper. I'm looking if there are any which I can just lay flat onto paper and punch wherever I would like (say, the middle of a page) because I'm using them to make greeting cards, and it's quite hard to get cutouts in the middle of a page. Actually, I haven't even done it, so it makes me quite sad.
