Stenciling

For those who are new to stenciling..what would be the best way to cut the stencils out of the plastic sheets you get from Michaels? I introduced my cousin to stenciling onto shirts and stuff, and I havent got the chance to experiment with it yet. He bought the plastic sheets from Michaels and tried using an exacto (sp?) knife to cut the shapes out. He said it was a bit complicated to get the shapes cut exactly the way he wanted using a knife. Would you suggest using a different type of tool, or using a different type of stencil (transparency sheets, cardboard..??)
