plastic raincoats

Okay, I'm on the prowl for a see-through plastic raincoat. Preferably see-through black or hot pink, but plain ol' clear or other color would probably work too. I came a cross this when googling (it says regular $200, sale $210; they're insane. it's frickin' plastic).

Anyway, was wondering if any of you knew where I could purchase one that was afforadable and not expensive; I'm thinking under $50, or even better, like $20 max. Heh. And, er, one with a hood, since I just realized this doesn't have one.

Or if there are instructions on how to sew one together (one that'll last), and where to get the materials to make it.. :D Because a diy plastic raincoat would probably be even cooler, since I could add anything I wanted.
