painting a bike

hi all-

i haven't posted here in a while, but i have a quick question.
my boyfriend is tired of his blue mountain bike. he was going to buy a new black one. i said that it's foolish to buy a new one just because you want a different color. he said that there's a guy he works with that has a black one and he's put stickers/decals all over it (skulls and the like). my question is this:

can we just spraypaint the bike black?
and
after we spraypaint it and put stickers on it, what should we use to seal it so the stickers don't come off or fade?

any/all assistance is greatly appreciated!
