Skirt help

Hello, Mighty Crafters!

This question is probably silly, but I've never even tried to make anything more complicated than a simple skirt. But a few minutes ago I saw this picture



and fell in love with that skirt. Unfortunately, I don't have first clue how to make it.

Does any of You have any ideas? I'll be grateful for any tips.

Made this last night - my 1st loli dress! I want to add more lace and pretty fixings to it, but would like some opinions on what I should do with it. I have tons more of this material left so I could possibly make a handbag or something else. Ideas? Suggestions?
