Just a quick couple of questions

Hey guys,
Sorry I don't have any pictures I just need a little bit of help.
I have a white ceramic piggy bank that I was going to paint to look like Batman (for my brother's Christmas present) and I was unsure where to start. It's glazed so it's just glossy white ceramic and I was initially going to just sand it down and prime it before I painted it but I'm not entirely sure if that's the right way to start. I assume I would need to sand off the glaze if I were to do that but is that possible? Is there another way to do this? A product maybe? A friend thinks I should just paint directly onto the ceramic, so is that a possibility? After I paint it can I just seal it with Mod Podge like I do usually?
If anyone has any suggestions I'd be so happy to hear them.
