HELP!

okay, I need some knitting help. Like, 2 years ago I tried to knit a pair of socks... I'd only ever knitted scarfs before, so I got a pattern that said it was a beginners pattern. I got down to the heel of the sock, and then I got stuck, and couldn't figure the rest of the pattern out. I don't know anyone in real life who knits, so I had put it away...I just recently found my half-sock again, and thought, who better to ask for help? :) I'm really hoping that someone can help me out here...



okay, I don't need help with what anything stands for or anything like...I know all the abbreviations, it's just that I don't understand what I'm supposed to be doing... they are "two color socks"....
okay, so I finished the top, right down to the heel (I'll include some pictures at the end so you can see where I am) the next part says:
Shape heel: 1st row: P13(13, 14, 14). P2tog. P1. Turn
2nd row: Sl1. K7. Sl1. K1. Turn

okay...I'm going to stop right there, because what I really need to know is, what needles am I supposed to be using? how am I supposed to attach the heel part to the rest? do I do that afterwards? I'm just really confused :( I know I probably sound really dumb, and should just give up, but I was sooo excited once it started actually looking like a sock! I just...don't get it. so if anyone can kindly explain it, I would appreciate it :)
