Midsummer Costumes

I'm helping design some costumes and set for my school's spring play, which happens to be Midsummer Night's Dream. The whole thing is a really extreme mortals-fantasy lay-out, and so that's how costumes and set are gonna be handled. I'm mainly a bit concerned about the faeries in the performance, because there's so much work in their costumes.
We're trying to do this on a very tight budget, so I was wondering what we could use for costume pieces that won't break the bank?
Most of the line-less characters will be easy (all they have on is body paint and flowers ^_^) but the characters like Puck, Oberon and Titania are a little more tricky, because they'll be needing full costumes, mainly drapey skirts, tights, tribalistic facepaint, sparkles, horns, the whole deal.
What materials can we use for costumes?
