Light bulb question

craftgrrlCan someone tell me how to get the black and silver part off of this lightbulb so I can make a lightbulb vase? It's a funky lightbulb from Walmart, and it doesn't look right in a lamp. So, when I looked under the FAQ it said pull off the silver tab, but it's not a tab, it looks like a glob of silver junk. Any ideas?
