Netting Underskirts.

I looked at all the FAQ's and I couldn't find exactly what I was looking for.

I made a simple skirt (started out a straight-skirt, turned into a panel-skirt, still sorta straight, heh). And I want to put a layer of hot pink netting underneath that shows out. It seems like it should be simple... but knowing me I'll find some way to screw it up.

Should I make a full underskirt or just a panel at the bottom?

Also, the skirt itself is already made, except for the elastic waist, so how should I attach the underskirt?

These are the questions that keep me up at night...
