Kilt question

So I am currently making a man's kilt using
Folkware #152 instructions

I have all the pleats pinned and am getting ready to fit the waistband but it occured to me after reading through the directions several times that it makes no mention at any time as to when I'm supposed to finish off the bottom hem, nor how big the hem should be.

Nothing has been sewed together yet, just pinned, should I finish the hem now?
I also believe it is cut to the finished size since there were no allowances given in the instructions for a bottom hem.
Should I attach hemtape and do a 1/4 hem?

Any assistance would be greatly appreciated.
