Need Pattern Help

I am working on this pattern

I am trying to figure out Row3 - where it says Ch2, sc in middle ch at top of shell

Does it mean this stitch above/at the top of the shell



or the sc in between the two dc of the shell here



or neither of these places and somewhere else that I can't figure out? :-P
