excuse my inability to draw on the computer

so. i made a skirt, but i wanted to add this rectangular pre-made strip of strawberry-like fabric, but because it's a rectangle and not even remotely circular, i can't put it horizontally across my waist or stomach. so, i can do it diagonally, and came to the conclusion it would make a great dress. but i have no idea how to do this bunchy part at the bust that i drew without sewing onto elastic....or could i do a drawstring type thing? help? it's a sheery type fabric, too.
