Need Help...

I am currently doing up a porcelain doll. This is the first time I have done this.
Would like to know what I use to paint the doll - I would like to make her skin much lighter (extremely pale, though not white).
Would I use a colour wash? Her skin colour is somewhat pale, but not pale enough.
Also, what is the best product to paint eyebrows and lips?
Any input would be greatly appreciated :)
