A Tie Skirt Tutorial?

craftgrrlA while ago, a person posted in this community a picture of a skirt that she had made out of ties and she had asked if anyone would want a tutorial on how to make it. I was wondering if this person ever did the tutorial or if someone else here has seen a link to another site showing how to make a tie skirt. Any help would be greatly appreciated. :)
