You will all have to bear with me, as i've never really tried to explain how these are made, and it's sort of something i came up with on my own.
You will need:
two spools of plastic lace, two different colors, or the same color, doesn't matter.
scissors
metal ring (found in the leather crafts section of the craft store usually)
First, i wrap the metal ring in the plastic lace, usually about three layers, and secure it with a good strong glue.
While the glue is drying, i will figure out how long i want the "falls". Majority of the floggers i make are 23" from top of handle to the bottom of the falls. I then DOULBE that length, and that is how long i cut my falls. (they will be folded in half eventually)
Depending on how many falls you want, will depend on how thick your flogger will be. Mine usually end up with about 150 "falls".
Once i have all the falls cut, i thread them all through the ring, until the middle of the falls are resting on the ring. (the ends of your falls should meet up pretty good at the bottom when they hang) I usually "hide" the part of the ring with the glue "under" the falls.
Now comes the fun part.
I cut a VERY VERY long piece of lacing, and use this to do the handle.
I do half hitch knots (http://www.knotingwork.com/Pages/knots/basic_knots3.html) using the falls as the "holding cord". As these knots progress, it forms a type of spiral. As the spiral progresses, eventually, you will need to "flip" the flogger otherwise, you're working blindly around the back of it. I usually anchor the flogger by hanging the ring on something while i'm doing this part. Make the handle as long as you think you'll need it.
I'll either then weave the end piece of that plastic lace into the flogger, or just be quick and glue it down.
There are variations on the flogger handles. Sometimes i will use a few strands of lace, split in half, and do a half knot sinnet (http://www.knotingwork.com/Pages/knots/basic_knots5.html) which makes a thicker double spiral.
Once your handle is finished, you will then need to even up your falls. Just cut them so that they are all even.
