Pleating?

Quick question.

Is regular pleating used to get the poofy-ish look of the two skirts behind the cut?
Cos im afraid if I just pleat regularly, I'll get a more "straight" look... do I have to pleat in a special way, or with certain spacing?

Any help will be appreciated :)
