before i start my story: this is the first thing i've sewn from a pattern all by myself (without my fashion teacher within easy distance)

so, yeah, yesterday i ventured to fabricland cause my mom won a 38$ gift certificate (fabriclands 38th aniversary thingy) and she said i could have it (go figure, she doesnt sew) i bought some SWEET batman print fabric, and a Burda skirt pattern (8250) measured myself and everything and started cutting tonight.
the thing that made me go AUGH! NO WAY! BURN IN HELL STUPID SKIRT! and other such things; i cut the wrong size. and not just any wrong size, one size to small...
there is a zipper in one of the side seams, so i dont think i can let that one out much, if anything, and the other is 5/8s of an inch...
there are ruffle-y things (2 layers and then one of tulle) which i dont think will cause a problem, cause i can just scrunch them less. but the part that actually covers my butt, how should i go about letting that out?
i've thought of a few ideas:
1) cutting a small piece from "scrap" (which i have over 2 meters of cause it was buy 1m get 2m free)
2) letting it out as far as possible, and jsut wear it higher up at my skinniest part
3) lose an inch off my waist...
PLEASE HELP!
