Pattern Help

I am really stuck on Harley Quinn's Neck piece.

For those of you who had made her costume, how the heck did you do it? My mom tried, but it looks really weird and doesn't fit right.







Is there anyone who could find a pattern or make one? We are so lost! :(

Any help would be awesome!

P.S. - I couldn't make the huge gun that HQ has, so I seen some pics of her with a huge mallet and I decided to make that. It was easy to make (with my dad's help. He's a sheet metal worker, so he fastened it together for me.) I brought it home wrapped the tape at the bottom of the handle and spray painted it!
