help with image transfers?

Does anyone here have experience making an image transfer using a xerox of a picture and gel medium? and so as not to be confused this is for an art piece not a t shirt.
I did this once before a few years ago but I cant seem to get it to work, I may be missing something.
From what I've been able to find online and what seems to attest to my small memory of the process, I applied the medium to the back of the picture as soon as it was xeroxed, then I let each layer dry before applying another coating. this seemed to work, but when I wet the paper to try to remove the image it deteroriated.
Does anyone have any ideas? I've already googled this.
Also if you have other image transferring techniques i'm ALL EARS. My main thing is that I want the image to appear translucent since i want something to appear underneath it on my finished piece.
