adding holes to belts

how can i properly add holes to a belt that is too large? i could obviously just scissor-me out a hole but i don't want to do a shoddy job that will ruin the belt. mum says there's a special tool that cuts holes & applies a little metal ring to it in the one go - do they exist?

PS- it's just like, cotton or some fabric like that, rofl.
