call for help

i'm working on decorating a tin and i have a patch i picked up at JoAnn to put on the top and add a little bit of 3-d fun. but how should i go about adhering it to the tin? would hot glue, tacky glue, or glass glue (clear silicon gel) hold better in the long run? thanks in advance for any suggestions!
