stiffening felt, and beads made of lace

1) Does anyone know of a good way to "stiffen" felt? Essentially, I want to make pendants out of felt, but need some way to make it stiffer. Keep in mind that this would be worn against the skin, so it couldn't be anything toxic or irritating.
2) I saw a really expensive piece of jewelry that had round beads covered with lace. Does anyone have an thoughts on how one would go about making these? I thought of simply making plain white beads out of clay, covering them with glue, and wrapping them in lace, but I'm not sure how this would work, since obviously lace is full of holes, and it's not really great to have craft glue rubbing against your skin as you wear a necklace/bracelet. Any thoughts?
