question for you sewing girls

craftgrrlokay, so i have this idea in my head for a skirt, and i have the actual skirt pretty planned out, i just really need help with the underneath.
i have 2-3 yards of tulle (that small-holed netting stuff) and i want the skirt to be somewhat puffy, but ragged at the same time. how do i do that?? i was thinking maybe strips sewn together and multiple layers??
i guess i should mention that this is going to be a pirate skirt.
so if anyone has had any experience with sewing that sort of thing, i am welcome to ideas. i need em!
