Lotion Help

craftgrrlAlright, this is my first time making lotion.
I heated the oils, steric acid & emulsifier. Then I heated the Mango butter and added that. Then added essential oils and a preservative. But it's still liquid!
First I bottled it and stuck it in the freezer for 10 minutes thinking it'd thicken, but it separated and most of it was still liquid.
So I poured it back into the pot, heated it up a bit, turned off the heat and I'm whisking it again...still liquid.
What's up?
