Knitting question!!

I picked up some Bernat Sweet Stripes yarn to make blankets for some new babies of friends and family.  Only problem is, I am stuck on part of the instructions. 

INSTRUCTIONS
Cast on 110 sts.
Work 9 rows in garter st (knit every row), noting that
first row is WS and inc 10 sts evenly across last row.
120 sts.
1st row: (RS). Knit.
2nd row: K10. Purl to last 10 sts. K10.     (this is just switching knit to purl to knit, so shoulnd't be to much of a problem, right?)
Rep last 2 rows until work from beg measures 34 ins
[86.5 cm], dec 10 sts evenly across last row and ending
with RS facing for next row. 110 sts.
Work 9 rows in garter st.
Cast off knitwise (WS).

If anyone could help with this, I'd love to get started.  I'm just afraid that i'm reading it wrong; am I supposed to increase 1 stitch per/ row until the 10th row, or 10 in the last row, and if it's in the last row, do i do five on each end or what?
