Sims 2 Halloween costume

Hello, all. New here. I was thinking of being a sim for Halloween. I'd love to make a costume from scratch, like an outfit from the Nightlife expansion pack (there's blue anime-loooking dress that's pretty cool), but I think I'll have to use my own clothes. What I'm really focusing on is the green plumb bob (the green diamond thing above all the sim's heads). I had an idea to put a green glow stick inside it, to make it glow from within. the materials? I was thinking tissue paper and wire of some kind. I don't know how I'd suspend it above my head, but I'm working on it. If anybody has any ideas/tips, please let me know. Thanks!
