i have a quick question :)

how would i go about applying thread/yarn/string to a canvas or paper like it is done at the bottom in this picture?

where it is all bunched up? because i guess it cant be glue, because then how would all the bunches of string stay together while not being hard and coated in glue? at first i was thinking spray adhesive but i think even that would make it seem coated in something while this string looks completely "naked" haha. help please! :) thanks so much in advance!
