Bleaching?

Hi. I tried to find this in the memories, but couldn't. I'm wanting to work on a project involving a black hoodie that I have. I want to do some bleach and sharpie work on it. Now, I've used one of those bleach pens, but I was wondering about the bleach/water solutions.... I've seen where people will say 3 or 4 parts water to 1 part bleach.... what does this mean? I know, I sound stupid for asking... but I'm confuzzled. can someone help?
