Fabric question

Hello ladies, I'm trying to find what type of fabric this is (pictures behind the cut). I found the photos over at fatshionista, but I do own the same skirt, and wish to sew with the polka dot overlay.







As you can see, it's very sheer, and light. The polka dots are velvety, and I do love it so! So please, please, please if you know what this is/where to find it, I'd greatly appreciate it!
