I have a mission for you all.
A few days ago I bought the cutest little sailor jumper, Yeah it was a jumper. I tried to try it on but I couldn't get it up because it was too short, but I bought it anyway, five bucks at a thrift store. I decided I was going to make it into a dress and use it as a Halloween costume so, I cut it up into a skirt and tried it on and guess what? It won't close, I guess I didn't really check the chest size but it refuses to close it only closes the bottom two buttons, and to make matters worse I don't know if the back is too small or what but the sleeves are pretty tight. the make it pretty hard to move my arms (and I'm going to a concert for Halloween, arms will be needed.) So, my question for you is:


How can I make it close? I was thinking of doing something like this: Adding extra fabric so it overlaps and then putting buttons on it so it looks cute.

Do you see the double buttons? ^So is the tutorials on how to do this, any tips? Or I might just put a red striped shirt underneath it and leave it like a vest.
My second question the one that bothers me the most, is what can I do so the sleeves don't pull so much? Can I take off the sleeves and sew them back on with bigger holes the sleeves are puffy so they have some bunching if I was to undo the stitches, I'm pretty sure the sleeve holes will get bigger or is this a problem with the back and how small it is?
Also, if this problem can't be fixed, if I was to cut the sleeves off completely and make it a jumper skirt like this:

How can I keep the collar on? I would REALLY like to keep the sleeves they are really cute, but if it's not possible I will settle for this option. :(
Any tutorials? links? advice? I would appreciate it so much.
The dress is size 7, which I'm guessing in kids, because I am definitely size 7 in dresses.
Also any no sew strategies, I do everything by hand lol. I would usually take this project head one and fail or succeed to trial and error but with Halloween so close I rather not fail.
