What size to buy? Many sewing experts agree that the "big 4", as they are called, namely Vogue, Butterick, McCalls, and Simplicity, draft patterns that run large in the neck and shoulder area. Kwik Sew, Burda, New Look have a better fit here than the others. So, when purchasing a pattern from the "big 4", choose your pattern size by your high bust measurement [the measurement taken right at your armits rather than at fullest bust]. For the other companies, use your bust measurement to determine your size. This means that, if you measure 34" at the high bust and 37" at the full bust, choose 34" as the measurement to go by. Therefore you would pick a size 12 pattern. If you were to choose the size by your full bust, you would fall between a size 14 and 16. If you chose one of those sizes, the garment would feel loose and sloppy in the neck, shoulder, and armhole.
