Fabric Question

craftgrrlI think I've caught the sewing bug but before investing the time and energy I had a question about fabrics.....
Has anyone worked with the cotton/braodcloth fabric that comes in the solid colors for about $2-3 a yard and comes in most colors of the rainbow...usually just on a shelf or near the quilting fabrics.....it feels rather stiff on the bolt but I was wondering if it softens up after the first washing. I'm needing to find a nice 100% cotton fabric that is very soft and fluffly to make some shirts and possiblly a big pouffy skirt but don't want them to be stiff.
any help or fabric suggestions would be greatly appreciated.
