Wrist cuffs

So... I'm going through a punky phase apparently, and I'm craving all sorts of those cute little pink/blue/black leather cuffs with the snaps. So I'm curious... instead of paying upwards of $6, how hard would it be to make them? I mean, initial investment might be high (How does one set snaps? Where can I get supplies and tools?)

And if I wanted to make cuffs out of other things (Say... kicky plaid fabric or something) how could I make it a little more substantial than just one layer of fabric? And where can I find pink/blue/black (p)leather like that? Michaels, Joanns?
