Need help w/ skirt!

I bought a bunch of used t-shirts and ties... And I want to alter them... I need help making a skirt out of a large t-shirt. I'm thinking to just cut the shape out and sew right... But I've see some cool frills and stuff...
Any ideas..?
Oh ya, and what about the waist band? Is just the t-shirt enough of should I add an elastic. If so... any tips on how to do it?
